Organization Overview

The Horokita area, located between Hokkaido University, Sosegawa River, and Kita 12 to 23, has many universities, so many university students and international students reside in the area, and the average age of the residents is the youngest in Sapporo. However, students, who make up half of the residents of the Horokita area, have not been very involved in activities as residents. Therefore, “NeoLos-Horokita” was formed in 2007 by students and residents to bring new perspectives and power to community development. “NeoLos” has the meaning of “new” and “rooted in the community” and is the nickname for the organization’s initial name, “Students and the Community Thinking about City Planning Association.

Currently, we engage in various activities, including cooperation in seasonal community events and international student exchanges, and the dissemination of community information, in collaboration with university students and neighborhood associations, elementary schools, children’s halls, and private think tanks in Horokita. We are engaged in activities to reaffirm the goodness of intergenerational exchanges and neighborly relations, which are becoming less common in modern society.

Community Overview

The Horokita area is located between the Sosegawa River and the campus of Hokkaido University. It used to be called “the Teppoku(鉄北) district” because it was located on the north side of the railroad. However, as the city developed, it was divided into two districts: “the Tessei(鉄西) district” from north of Sapporo Station to Kita 11jo, and “the Horokita(幌北) district” from Kita 12jo to the south of Kita 24jo Street. Currently, the Horokita district consists of 11-unit neighborhood associations.

International Students Exchange

Many international students studying at Hokkaido University live in the Horokita area. However, their families tend to stay at home. To bridge the gap between them and residents, we hold an exchange program with international students mainly through an exchange meeting once a year.

Taiwan Exchange Meeting(2016)

This year, we first performed the Taiwanese version of radio calisthenics. This was followed by an introduction to Taiwan by an international student from Taiwan. Tapioca milk tea, a drink that originated in Taiwan, was handed out. We played Taiwanese Mahjong and became very close.


Vietnam and South Korea Exchange Meeting (2017)

In this year’s event, participants made and tasted fresh spring rolls. While savoring its taste, we listened to a presentation introducing Korea and Vietnam. At the end of the event, participants played “Yunnori,” a game that originated in Korea.


2019 Exchange Meeting

This year, we enjoyed mini-games. We enjoyed playing Sugoroku, A Japanese board game with dice whose theme is based on Hokkaido’s culture and tourist attractions. The participants cooked takoyaki using a takoyaki cooker.


2022 Exchange Meeting

This year, Students from Taiwan, China, Cambodia, and Mongolia gave presentations about their countries. We enjoyed communicating with the international students through Neolos’ original board game. We offered the guest jasmine tea, tea made from chrysanthemum, Taiwanese oolong tea, and tea made from the rose.

We are a voluntary organization working in the Horokita area. Horokita is a diverse district with many educational institutions, students, and international students. We believe that if we get to know and understand each other, we will become more flexible in thinking about things and more tolerant. We welcome you to come and join us!
